Governments' Organizational Responses to COVID-19 - Igniting Interest and Institutional Capacity in EdTech - Study Report

Description/Abstract
Led by the Basic Education Coalition (BEC), the Governments' Organizational Responses to COVID-19 - Igniting Interest and Institutional Capacity in EdTech study sought to understand what governments, specifically Ministries of Education (MoE), had to do organizationally to implement these programs, such as forging new partnerships, organizing and capacity building of personnel, developing or revising distance learning policies, and so on. The information shared in this report stems from a global survey implemented across 12 countries in Asia, Africa, the Caribbean and South America with 23 responses from key MoE staff, including several department directors. In doing so, the study fills a knowledge gap for the international basic education sector and provides valuable insights to inform future education systems' capacity building programming. Insights and learnings surfaced from this study provide critical data on MoE capacity, technology investment, and other emerging structural shifts and strategies to support large-scale Education Technology (EdTech) programming and digital transformation of key activities.

Chapter 5 of the book Cultivating Dynamic Educators: Case Studies in Teacher Behavior Change in Africa and Asia. This chapter critically reviews the design, implementation, and evaluation of an attempt to study an exploratory short message service (SMS)–based intervention conducted under the auspices of the United States Agency for International Development’s (USAID’s) Malawi Early Grade Reading Activity (EGRA).1 The overall EGRA program, which was implemented from July 2013 to October 2016 in 1,614 schools across 11 educational districts, was designed to support Malawi’s Ministry of Education, Science, and Technology (MOEST) to improve reading outcomes in both Chichewa. and English languages among children in grades 1–3. Mobile Learning and Numeracy: Filling gaps and expanding opportunities for early grade learning [Arabic]

The present study on Mobile Learning and Numeracy examines how mobile learning (m-learning) could influence and improve numeracy education at early grade levels (ages 4-10) especially in low-income countries. Key questions to guide the research include: 1) What are the benefits and challenges of integrating mobile learning into early grade numeracy education? 2) What is the role of a teacher with regard to mobile learning and numeracy education? 3) How can the community and the parents actively contribute to/participate in the child’s numeracy education with the use of mobile devices? and 4) How can mobile technology be used effectively in measuring/assessing numeracy gains? The conclusions and recommendations of this study have been informed by an international working group that met over two days during the first International Numeracy Conference in Berlin in December 2012. China Country Report: Scaling Access and Impact - Realizing the Power of EdTech

This series of reports was produced by Omidyar Network’s Education initiative, whose mission is to unlock human potential through learning by catalyzing people, ideas, and systems – so every individual thrives and contributes in a changing and interdependent world. The Omidyar Network team included Eliza Erikson, Erin Simmons, Rebecca Hankin, and Eshanthi Ranasinghe. The data underpinning this report come from interviews, surveys, site visits, and desk research by a team of researchers and EdTech practitioners led by RTI International, drawing on local expertise in each of the case study countries. The team conducted more than 100 interviews with teachers, school principals, education administrators, policymakers, and EdTech experts. This study sought to understand the conditions that have thus far enabled EdTech initiatives to scale in China. The study found that there is a multibillion dollar business opportunity for EdTech entrepreneurs that leverage widespread access to mobile internet and performance pressure generated by cultural values and government standards. Reaching rural and ethnic minority schools with equal access to high quality lessons through virtual teaching and blended models of instruction.

Mathematics from the Beginning: Evaluating the Tayari Preprimary Program’s Impact on Early Mathematics Skills

Given the dearth of research on early numeracy interventions in low- and middle-income countries, this paper presents the instructional methodology and impact results of the Tayari program. Tayari is a preprimary intervention in Kenya (2014–2019) that prepares children aged four and five for entry into primary school by providing materials for students, training for teachers, and continuous in-classroom support. The Tayari methodology was built on the Kenyan government’s preprimary syllabus to produce instruction that was developmentally sequenced, linked to out-of-school experiences, and supportive of children’s number sense. Tayari was evaluated using a randomized controlled trial (RCT) and collection of longitudinal data from 2,957 children in treatment and control schools at three time points. Pupil assessment items were drawn from a growing body of research on preprimary numeracy in developing contexts, plus instruments and techniques from the Measuring Early Learning and Quality Outcomes (MELQO) program (UNESCO, UNICEF, Brookings Institution, & World Bank Group, 2017). The impact evaluation of the longitudinal RCT results showed statistically significant effects in the numeracy tasks of producing sets, identifying numbers, and naming shapes, while revealing no initial effects in the areas of oral and mental addition. We present recommendations for Tayari’s improvement in terms of mathematics instruction, as well as preprimary policy implications for Kenya and similar contexts.

This is Part 3 of a four-part comprehensive evaluation of the public textbook procurement system in Morocco. It is an overview of the challenges and opportunities of school-based digital teaching and learning, intended to provide a framework for policymakers in Morocco who are considering further investments in information and communication technology (ICT) for learning in government schools. Specifically, it addresses the area of digital textbooks. The overview poses questions that policymakers should ask and provides examples of how other countries have responded to such questions.

RTI International wins 2018 Digital Edge 50 award for education tool

RTI International has been honored with a 2018 Digital Edge 50 Award for being a leader in digital innovation. The prestigious award recognizes a new open-source tool recently developed by RTI to measure executive function (EF) skills in pre-school aged children The tool, EF Touch, is administered using Tangerine®, RTI’s open source software that was designed to transform the way teachers, coaches and researchers assess and observe literacy and numeracy teaching and learning.

Using Mobile Communications Technology to Support School-based, In-service Teacher Training

The Asian Development Bank (ADB) funded an investigation of the effective use of information and communication technology (ICT) in rural areas of Nepal, Bangladesh, Mongolia, and Samoa. In these areas, the multidimensional elements of poverty diminish access to and the quality of education for the poorest people. The study assessed the potential for ICT, combined with training, to improve these education factors for people whose educational opportunities are severely limited. In Bangladesh, the focus was on creating an opportunity for school-based in-service teacher training with the support of mobile communications technology. RTI equipped a cluster of 10 schools with mobile telephones that had advanced multimedia and communications features. A standard 2-week face-to-face training was converted to 6-weeks distance mode, and a pair of teachers from each school completed the course using print materials, practical school-level exercises, and communication on a regular basis with trainers and teacher trainees in other schools. The results show that the distance mode can be as effective as face-to-face training, and it is the strongly preferred mode by training participants.

Revisiting the "M" in m-learning: Making the most of mobile environments for teaching and learning

Published in the conference proceedings for E-Learn 2015 - October 19-22, 2015 (Kona, Hawaii). A version of this paper was also presented at the mobile learning conference in Helsinki, 2013. Educational innovations in developing countries are expanding due to pressure to achieve quality outcomes at scale and changing markets, where mobile devices are increasingly affordable. m-Learning as a concept has existed prior to the acceleration of these forces, but has gained increasing attention because of them. Growth in mobile phone ownership in developing countries has made mobile-phone enabled education (a form of e-learning) commonplace in formal and informal education. This paper draws on a broad review of existing m-learning programs to illustrate how instructional strategies are being employed, and explore whether these strategies are appropriate for learners in these contexts. It urges thinking differently about the ‘m’ in m-learning, and moving the conversation away from broad notions of mobile learning for any and all purposes to more detailed guidance on how to implement mobile learning from an informed pedagogical perspective that includes attention to local cultures
