Learning Outcomes Assessments and Numeracy With Reference to Early Grade Numeracy in Low Income Countries (Presentation)

Description/Abstract
The focus of this desk study is to provide information on the assessment of early numeracy learning outcomes as an integral part of efforts aimed at increasing education quality in low income countries. In order to provide focus for the study, GIZ identified three assessment-related challenges, which are crosscutting for each of the sections of the study: Using assessment to support children in mastering foundational concepts and competencies, such as number sense and computation. 2. Relating or adapting assessment to the environments of children in low income countries. 3. Applying assessment to understand the strengths and weaknesses of the informal mathematics that children bring to school.

Published abstract: "This paper describes the development and intended uses of the Early Grades Mathematics Assessment (EGMA), which measures essential early mathematical knowledge and skills that are foundational to more sophisticated mathematical abilities, predictive of later achievement, and teachable. Administering the EGMA can provide policy makers, practitioners, and researchers with information about whether existing educational policies, curricular reforms or programs, and instructional interventions are supporting students in reaching important goals in mathematics. We highlight the utility of the EGMA results in three abbreviated illustrations of implementation studies in low-income countries. Recommendations for policy makers, practitioners, and researchers are provided."

Early Grade Mathematics Assessment (EGMA) Toolkit

The EGMA Toolkit provides detailed information about the Early Grade Mathematics Assessment. The first chapter provides an introduction to the instrument and summarizes the purposes of the assessment. Chapter 2 discusses the development of the EGMA, including the theoretical foundations of the instrument. Chapter 3 details the technical adequacy of the EGMA. Chapter 4 provides information on adaptation and training.

Tayari: Ready for Maths!

Description/Abstract
This is a recording of a webinar delivered through the Global Numeracy Community of Practice. The Tayari Program is charged with developing a tested, cost-effective and scalable model of early childhood education (ECE). It is currently being piloted in ECD centers in Kenya, targeting 4-6 year-old children. Tayari includes classroom materials for teachers and students, teacher training and ongoing in-classroom support, and a health component. In this webinar, we will focus on the mathematics classroom materials, and illustrate the collaborative process of developing teacher guides and student activity books that are aligned to the Kenyan ECD Syllabus. We will share our process of creating materials beginning with identifying core skills and aligning these skills to the Kenyan ECD Syllabus, defining our scope and sequence, creating developmentally appropriate activities for maths, and designing the teacher’s guide for ease of use by teachers.

Pro-poor PRIMR: Improving early literacy skills for children from low- income families in Kenya

Article published in Africa Education Review, Volume 12, 2015 - Issue 1. Published Abstract: Children from low-income families are at risk of learning outcome difficulties, particularly in literacy. Various studies link poor literacy results with performance later in primary and secondary school, and suggest that poverty, literacy skills and weak instructional methods combine to drastically limit the educational opportunities for many poor children. The Primary Math and Reading (PRIMR) Initiative was designed to support the learning gains of Class 1 and 2 pupils in seven counties across Kenya. PRIMR uses a randomised controlled trial design to establish the effect of its intervention and employs basic literacy measures to estimate causal effects. This study shows that PRIMR has been effective for children from low-income families and that early literacy interventions can mitigate socio-economic effects. The findings suggest that efforts to improve literacy outcomes for the poor should begin early in primary school. Strategies for ensuring that instruction is equitable across socio-economic status are advocated.

Mobile Learning and Numeracy: Filling gaps and expanding opportunities for early grade learning

The present study on Mobile Learning and Numeracy examines how mobile learning (m-learning) could influence and improve numeracy education at early grade levels (ages 4-10) especially in low-income countries. Key questions to guide the research include: 1) What are the benefits and challenges of integrating mobile learning into early grade numeracy education? 2) What is the role of a teacher with regard to mobile learning and numeracy education? 3) How can the community and the parents actively contribute to/participate in the child’s numeracy education with the use of mobile devices? and 4) How can mobile technology be used effectively in measuring/assessing numeracy gains? The conclusions and recommendations of this study have been informed by an international working group that met over two days during the first International Numeracy Conference in Berlin in December 2012. Improving procedural and conceptual mathematics outcomes: evidence from a randomised controlled trial in Kenya

Published Abstract: To improve learning outcomes, an intervention in Kenya called the Primary Math and Reading (PRIMR) Initiative provided pupil learning materials, teachers’ guides and modest teacher professional development in mathematics. This paper presents the causal impact of PRIMR’s mathematics intervention on pupil achievement indices for procedural and conceptual numeracy, using a differences-in-differences analytic strategy. The mathematics intervention produced modest, statistically significant results: generally similar results for males and females, a larger impact in grade 2 than grade 1, a larger impact in nongovernment schools than public schools, and smaller outcomes in mathematics than for English or Kiswahili. These findings have relevant policy implications in Kenya given an impending national mathematics programme.

Policy Brief on the National Early Grade Literacy and Numeracy Survey in Jordan: 2014/2015 Remedial Pilot Research Activity

Description/Abstract
This brief discusses Jordan's remedial pilot research program which was designed to assist teachers in improving the performance of those children who had fallen behind the general performance level of the rest of the class. The program focused on Arabic reading and mathematics in grades 1, 2, and 3. The rationale of the program is that children who are not performing at the general level of the class can benefit from additional instructional support that is aimed at their individual level of learning.
