PhilEd Data: Analytical support for early grade reading in the Philippines. 2014 Summary of Results.

Description/Abstract
The 2014 early grade reading assessment (EGRA) research, conducted under the USAID Blanket Purchase Order “EdData II” (DEP/AME Task Order no. 15) held by RTI International, was a follow on to the work done in 2013 to support the nation’s mother-tongue based multilingual education program (MTB-MLE) by conducting national and regional baseline assessments. This brief provides a summary of reading achievement in four languages--Ilokano, Maguindanaoan, Hiligaynon, Sinugbuanong Binisaya--as measured by EGRA, and findings about implementation of MTB-MLE in the Philippines from interviews and classroom assessments.

Ilokano EGRA: Summary of Results (2014)

Description/Abstract
This two page brief provides summary graphics of key data on children's reading ability in schools that teach reading in Ilokano and use Ilokano as medium of instruction. The skills were measured using EGRA, conducted in Region 1 of in February/March 2014 (end of Grade 1 and Grade 2).

Indonesia 2014: The National Early Grade Reading Assessment and Snapshot of School Management Effectiveness Survey: Report of Findings

In partnership with the Ministry of Education and Culture (MOEC), the Ministry of Religious Affairs (MORA), and the United States Agency for International Development (USAID/Indonesia), RTI International administered the two surveys to 4,812 grade 2 students, equally divided between boys and girls and equally allocated across the four proposed “regions” of (1) Sumatra and its adjacent islands; (2) Java and Bali; (3) Kalimantan, Sulawesi, and its adjacent islands; and (4) the “MNP” region, consisting of Maluku, East Nusa Tenggara (Nusa Tenggara Timur [NTT]), West Nusa Tenggara (Nusa Tenggara Barat [NTB]), and Papua islands (Eastern Region).

Iraq Education Surveys–MAHARAT Task 1: Analysis of Student Performance in Reading and Mathematics, Pedagogic Practice, and School Management (English version)

Description/Abstract
This analysis report was written to gain insight into both student facility with foundational skills and to better understand characteristics among Iraqi schools associated with this performance. In 2012, USAID/Iraq, in partnership with the Ministry of Education (MoED), contracted with RTI International under the Education Data for Decision Making (EdData II) project to conduct an EGRA, EGMA, and SSME in a sample of primary schools in Iraq.

Learning Outcomes Research and Assessment -Related Projects

Description/Abstract
EdData II, sponsored by the United States Agency for International Development (USAID), provided survey expertise to help national and local governments as well as the donor community assess education status in low income countries. The period of performance for EdData II Task Order 7, Learning Outcomes Research and Assessment-Related Projects, was October 2009–October 2013. Its purpose was to build on the measurement instruments developed and piloted under other EdData II task orders and to coordinate data, analysis, and reporting on learning outcomes with specific attention to early grade reading proficiency, early grade numeracy, and conditions of learning as indicated by school management effectiveness measures in a number of priority countries. This report summary gives a history of the effort in each country, including its purpose, various challenges encountered, and in-country reactions to the study findings.

Snapshot of School Management Effectiveness Aims, Initial Development, Instruments, Methods

Description/Abstract
This presentation was prepared for the Snapshot of School Management Effectiveness (SSME) Workshop held in Washington, DC, December 18, 2008. The workshop was organized by RTI International for a group of international education experts. Participants reviewed pilot applications of the SSME, the initial motivations for its development, and the validity of the resulting data. Participants also provided advice related to future development of the instrument.
