Costs and Cost Effectiveness

The Improving Learning Outcomes for Asia (ILOA) regional project works closely with USAID’s Asia Bureau and Missions across the region to identify key questions and challenges Mission staff face in their day-to-day work. An advisory group of USAID Mission colleagues raised an important question: how best to wade through the array of education data available? What are the types, how are they used, when are different data useful, etc.? Indeed, the use of different data to effectively partner with governments to make evidence-based decisions is a top priority. As a result, ILOA produced a brief summarizing the different sources and uses of data for basic education, youth and workforce development, and higher education. The brief recognizes how data sources and uses have evolved over time, enabling ministries, their partners, and stakeholders to measure performance, inform policy and plan interventions, and manage limited resources. The brief is designed to succinctly assist USAID staff and their partners in navigating the world of education data.

The Kingdom of Jordan’s Human Resource Development (HRD) Strategy mandates the universal provision of kindergarten (KG2) by 2025. The HRD Strategy emphasizes using partnerships between the Ministry of Education (MoE) and other governmental and nongovernmental actors to assure expanded provision of kindergarten services. The strategy further emphasizes the need to improve the quality of kindergarten services, while reaching every child. To fully understand how the MoE can increase access, improve quality, and assure equitable provision of KG1 services, more accurate information is needed, especially about other, as yet unrecognized service providers who may be offering KG or KG-similar services to five-year-old children. The MoE needs a more complete picture of the current provision of KG2 to determine the best strategy to achieve the HRD goal that every child in Jordan receives a high-quality kindergarten experience.

In 2019, Read Liberia transitioned to the use of mobile money to remit per diem payments to teachers upon completion of twice-yearly trainings. Mobile money had a significant impact on Read Liberia's operations, training continuity, and its teachers. Read this brief to find out how.

Access to books is key to learning to read and sustaining a love of reading. Yet many low- and middle-income countries struggle to provide their students with reading materials of sufficient quality and quantity. In this paper, we seek to capture the practices RTI has developed and refined since 2008, particularly in response to the challenges inherent in contexts with high linguistic diversity and low operational capacity for producing and distributing instructional materials. These practices constitute our approach to developing and producing instructional materials for early grade literacy. We also touch upon effective planning for printing and distribution procurement, but we do not consider the printing and distribution processes in depth in this paper. We expect this volume will be useful for donors, policymakers, and practitioners interested in improving access to cost-effective, high-quality teaching and learning materials for the early grades.

There is an abundance of research about the costs of measuring the SDGs. Institutions with the mandate to measure the SDGs are busy estimating costs and making plans to improve both reporting and capacity within countries. However, some observers and commentators are skeptical about the benefits of measurement. This CIES 2019 presentation takes a “value of information” approach to calculating the benefits of having and using information by asking: what is the social (monetary) benefit of running an education system with full information versus running the same education system with only limited information?

The Uganda Early Years Enrolment and Repetition Study presentation references the work undertaken by RTI International to examine repetition rates and over-enrolment in primary 1 in Uganda, to analyze the financial impact of these inefficiencies in the education sector, and present a cost projection model to examine the impact of investments made to pre-primary and early primary.

The Uganda Early Years Study policy brief describes the findings and presents policy recommendations from the associated research study funded by the British Department for International Development. The study investigates the magnitude of repetition in primary 1 in Uganda, examines the financial impact of repetition, and presents a cost-projection model which underscores the importance of investing in pre-primary and early primary education in reducing inefficiency.
