Description/Abstract
Workshop delivered at CIES 2017 (Atlanta). The workshop will begin with introducing participants to accessible online educational survey data from EGRA and EGMA. Participants will be introduced to two different early grade reading surveys and the data sets associated with them. They will be given the opportunity to review the original research questions, sample methodology, and instruments in order to understand the context of the survey. Participants will then explore the data to better acquaint themselves with the data’s: structure, content, abilities, and limitations.

The Tanzania National Early Grade Reading Assessment (EGRA) aims to gather data about the progress of Standard 2 students against the national benchmarks developed and adopted in 2014 and to collect contextual information about the implementation of the 3Rs (reading, writing, and arithmetic) reforms for early grade teachers in Tanzania. The pilot study is an important part of the life cycle of the study because the information collected helps us improve several aspects of our data collection for the full survey. This report will provide an introduction to the pilot study, describe the analyses conducted, discuss quality control measures implemented during the pilot, and explain how the assessment instruments were finalized based on the pilot study data.

National Baseline Assessment for 3Rs (Reading, Writing, and Arithmetic) in Tanzania (Summary Brief)

Reading, writing, and arithmetic are the focus of the 3Rs campaign, a derivative of the Big Results Now initiative enacted by the Government of Tanzania in 2013. As one of the six focal areas anticipated to elevate Tanzania from a low- to middle-income country, education, particularly primary education, is receiving increased attention. In July 2013, planning commenced for the National Baseline Assessment for 3Rs (Reading, Writing, and Arithmetic) Using Early Grade Reading Assessment (EGRA), Early Grade Mathematics Assessment (EGMA), and Snapshot of School Management Effectiveness (SSME). The assessment was conducted in October of the same year. The purpose of the assessment was to establish the baseline achievement levels of Grade 2 students, specifically with regard to their foundational skills in reading, writing, and arithmetic. Proposing Benchmarks for Early Grade Reading and Mathematics in Tanzania

In November 2013, the Ministry of Education and Vocational Training (MoEVT), with support from the U.S. Agency for International Development (USAID) and technical assistance by RTI International, conducted the National Baseline Assessment for the 3Rs (Reading, Writing, and Arithmetic) Using Early Grade Reading Assessment (EGRA), Early Grade Mathematics Assessment (EGMA), and Snapshot of School Management Effectiveness (SSME) in Standard 2 in Tanzania. The purpose of this study was to provide data that can be translated into an evidence base to inform policy decisions and interventions. The baseline assessment also provides rich performance and contextual data that can be used for comparison with midline and endline studies after the introduction of new reforms or interventions under the 3Rs campaign or the larger Big Results Now (BRN) initiative. This brief describes the workshop and presents the benchmarks.
